    Opening a file cabinet at the Center for UFO Studies reveals manila folders marked with spine-tingling titles such as "Alien Luggage Report," "Project Moonwater" or "The CIA's role in UFO Studies." Yet, elsewhere there's a conspicuous lack of secret laboratories with test tubes that hold mysterious substances.
