    SPRINGFIELD, Mo. -- The governing body of the Assemblies of God voted Thursday to consolidate three institutions of higher education in Springfield, an issue that's been under discussion for about 30 years.  The vote was by a 3-to-1 margin -- 1,318 to 446 -- to merge Evangel University, Central Bible College and the Assemblies of God Seminary.
