    The seventh annual Chefs & the City event attracted 400 guests to this food lover's heaven benefiting Vital Bridges. Held at the Ritz-Carlton, it also showcased a Mark Shale fashion show presented by new creative director Maria Pinto.     Restaurant Michael in Winnetka feels a bit like stepping back into the famed Le Francais dining room in Wheeling, except it's cozier, a touch more casual, with brighter lighting and upbeat jazz gently playing on the speakers. It all makes sense because chef Michael Lachowicz cut his culinary teeth at Le Francais and in Lyon, France, but he is also a dedicated Harley rider who started working in his grandfather's family restaurant in Chicago at a very young age. His love of French cooking, the kind that is hearty, full-bodied and artistically satisfying, saturates the menu with such items as confit cabbage, pommes Anna, salade Lyonnaise and pork galantine. Just back from some R and R and a successful marriage proposal in Florida, Lachowicz and I talked over a plate of pates in his newest addition to the restaurant, a charming side dining room, complete with a fireplace.   19. Bar Toma: Italian fare inspires dreams of summertime dining

    <a class=&quot;runtimeTopic" href="#">Tony Mantuano</a> is on a roll. A local politician who flies on Air Force One these days calls him "my favorite chef." He's in the running &mdash; again &mdash; for the James Beard Foundation's Outstanding Chef award. His executive chef at Spiaggia, Sarah Grueneberg, came thisclose to winning Top Chef a week ago. His star power is such that last year Levy Restaurants happily blew up their venerable Bistro 110 (which probably needed overhauling) to let Mantuano create Bar Toma (as in TOny MAntuano), a casual-yet-urbane food and wine bar that seems to be a physical incarnation of "Wine Bar Food," the appetizer and wine book Mantuano wrote with his wife, Cathy.
