1. Will Republicans let Obama have his scandal?

Republicans in Congress are so hungry for scalps, they just can't leave well enough alone. The scandal engulfing the Internal Revenue Service is a story that's playing to their benefit. On Monday, after having the weekend to think about it, Sen. Marco...

  3. He relied on common sense and facts

Even as governor of Indiana and then in Washington as a member of President Reagan's Cabinet, Otis R. Bowen remained "Doc" Bowen, never pretentious, always with the same friendly, caring ways of his years as a family doctor in Bremen.

  5. McManus: The second-term scandal plague

What is it about presidents' second terms that makes them seem so scandal-ridden? Simple: The iron law of longevity. All governments make mistakes, and all governments try to hide those mistakes. But the longer an administration is in office, the more...

  9. IRS scandal a reminder of how I learned about The Chicago Way

The Internal Revenue Service scandal now devouring the Obama administration — the outrageous use of the federal taxing authority to target tea party and other conservatives — certainly makes for meaty partisan politics. But this scandal is...

  11. The scandalously premature diagnosis of a cancer on the presidency

If it makes me a media lackey or a tail-wagging lap dog for President Barack Obama to hold out for, you know, actual evidence that he had anything to do with the various and glaring misbehavior, blundering and butt-covering in the governmental ranks before I begin invoking Watergate and floating the possibility of impeachment, then so be it.

  13. The Nixon false equivalence

"The only thing new in the world is the history you don't know," said Harry Truman, who made it his task to absorb a lot of it. Many people who have not followed his example are not averse to using what little they do know, with the inadvertent effect of exposing how much they have to learn.

  19. The long odds on tax reform

WASHINGTON -- At this time of year, when most Americans have just filed their returns, exasperation with the income tax system reaches a peak. Hardly anyone denies it's a complex mess. In 2010, calculating their taxes cost Americans $168 billion, estimates the Taxpayer Advocate Service of the Internal Revenue Service. That's about 15 percent of taxes collected -- a heavy overhead. Almost 60 percent of taxpayers pay accountants or other tax preparers. Public esteem for the tax system is low; in a 2011 Pew poll, 55 percent judged it unfair. Disaffection was fairly even politically: 47 percent among Republicans, 58 percent among Democrats and 56 percent among independents.

  21. The giant, shocking IRS scandal that wasn't

There's nothing Washington likes better than a scandal. So official Washington was absolutely orgasmic this week while dealing with not one, but three scandals at the same time. Not one of which, sadly, was a sex scandal. First, there were accusations...

  23. Law of fixtures may keep tenants' plantings rooted

Q: When they moved in, our tenants asked me if they could redo the backyard. It was in rough shape, so I said yes, but I didn't pay for the plantings. Now that they are leaving, they say they're going to transplant several plants to their new house. This will leave a real mess. Can I stop it, or charge them for the cost to replant?
