    Ending weeks of partisan gridlock -- the norm these days for Capitol  Hill -- House Republicans agreed Thursday to a two-month extension of a  tax cut for working Americans with the stipulation that Senate Democrats  agree to appoint conferees to negotiate how to pay for the tax cuts for  the rest of the 2012 year. So far, just Democrats have made their  selections. Among the chosen, are Pennsylvania Democrat U.S. Sen.<strong> Bob Casey</strong> and Philadelphia suburbs U.S. Rep. <strong>Allyson&nbsp;Schwartz</strong>.
