  1. On-road fund-raising: Worth the risk to student safety?

    <b><i>Q: I need to preface my question with a statement that I am not against any particular group or their admirable fund-raising activities. However, I have a concern with the seeming increase in various groups collecting money at highway intersections. Over the years I have seen teenagers collecting funds at the intersection of Route 512 and Blue Valley Drive in Washington Township. Sometimes they stand in the middle of the highway and along the curbs collecting donations. I've seen several near misses with cars stopping abruptly to drop money in the bucket. The teens walk in the road without reflective safety vests and are barely visible. Is this legal, and if so, are there any restrictions? To me, it seems to be an accident waiting to happen with one wrong step or one distracted driver.</i></b>
