1. Tax credit for homeowners means big break for some, nothing for thousands

Jeff Burdick and his next-door neighbors have nearly identical two-story rowhouses, on the same block of East Clement Street with the same public schools and the same city trash pickup. But one striking difference is the $5,300 he pays in yearly property taxes — more than both his neighbors combined.

  9. The real problem is the vacant house, not the tax credit

Butchers Hill property owner Alex Stroh had the right question about The Sun's comparison of two public databases that found hundreds of vacant Baltimore properties getting a tax break for owner-occupied homes: "Why couldn't the city just do that?" According to a report by Scott Calvert and Jamie Smith Hopkins, at least $325,000 in credits was at stake — not a fortune in terms of the city's overall finances, perhaps, but enough to at least partially restore some of the services that have been eliminated in recent budget cutting.

  11. Vacant city houses get property tax break meant for owner-occupied homes

Property tax breaks meant to encourage homeownership have been awarded to 465 vacant houses in Baltimore, depriving the city of uncollected revenue in a difficult budget year and calling into question past promises from city officials to crack down on tax scofflaws, a Baltimore Sun analysis has found.

  13. Best overall garden: Barry Glassman, Butchers Hill

Before Barry Glassman could begin his garden, he first had to find the ground. His row house had been an apartment building and the yard next door a dump for the residents' refuse for 20 years. In 1996, he bought the property and began the transformation.

  23. Modular home is classy assembly in Butchers Hill

From the sidewalk in front of the Butchers Hill home of Jay Rubin and Frank Mondimore, a reminder unique to Maryland sport gives passers-by pause. Stubby and banged-up duckpins, alongside shiny bowling trophies, line the sills inside of two street-level windows. Next to that hometown image, a flower urn sits on a concrete slab in front of double oak doors, their arched windows reflecting the corner grocery store across the street.
