13. Crime and Punishment: Former Governor John Rowland being paid as a 'consultant' for physical rehabilitation company

John Rowland is not a physical therapist. Yet the disgraced former governor is paid as a "consultant" by Apple Rehab, a physical rehabilitation company that happens to be owned by the husband of Lisa Wilson-Foley, the businesswoman who happens to be running for Congress in Connecticut's Fifth District. The Register-Citizen of Litchfield County also reports that Rowland approached another candidate in the GOP primary, real estate developer Mark Greenberg, and suggested he be paid to "consult" him through an animal shelter he oversees with his wife. (Greenberg declined the offer.) "Consultant" is a term often used for former office holders who peddle their influence among party officials and financiers (and it is perfectly legal). The three other, less wealthy Republicans in the primary say Rowland did not approach them. One of them, former FBI agent Mike Clark, was probably avoided because he, incidentally, led the taskforce that uncovered the corruption scandal that ousted Rowland from office and sent him to prison for 10 months.

  19. Crime & Punishment: Man shot in the groin for mimicking his friend's dance moves

Bryan Brouillard, whose wealthy parents' lawyers got him off on an attempted murder charge with an insanity defense in 2001, has now hired some more lawyers to sue the state over his six-year confinement, reports the Hartford Courant. Before he was 20, Brouillard, son of an upper-class Killington family, got into two armed standoffs with state troopers (the second while he was on probation for the first). After his trial, he was committed to Connecticut Valley Hospital in Middletown. In 2007, doctors made a startling turnaround and declared Brouillard (who had made two escape attempts) to be not insane or a danger to others. His lawyer, James Sullivan of Hartford, claims psychiatrists had previously been afraid to counter the court. Brouillard, who would have faced 20 years in prison if convicted and now lives freely in New London, thinks he deserves $5 million from the state.
