  13. Schools for everyone

Baltimore City school officials say the nearly $1.2 billion budget the system unveiled last week will fund a raft of new academic endeavors, among them a new team to upgrade instruction in the sciences to meet the higher standards of the new national "core" curriculum and additional programs for academically gifted students. This is all to the good if it helps the city attract and retain more young families with children for whom strong public schools are often the most important factor in choosing where to live. But it's not a sufficient step in a system that needs to raise the quality of classroom instruction across the board.

  15. Building for the future

A massive capital construction and improvement plan to repair or replace dozens of underutilized or dilapidated school buildings in Baltimore City has won the support of legislative leaders in Annapolis, opening the way for the largest overhaul of the school system's aging infrastructure in Baltimore history. If the proposal is adopted and implemented, it would go a long way toward resolving the problem Baltimore has long faced in raising the enormous sums needed to improve educational opportunities for its young people and to attract new families to the city.

  17. Six steps for post-Alonso school progress

While Baltimore schools CEO Andrés Alonso deserves thanks for six game-changing years in Baltimore, the transformation he presided over owes as much to the vision and resolve of a city school board that insisted on fostering choice and accountability while also investing more in the schools. The board must now stay the course on institutional reform and move forward with an even sharper focus on academic achievement.

  21. Signs of change on a blighted East Baltimore block

Gone are the plywood-covered door and windows that never seemed to keep the vacant house sealed very long. Gone too is the gaping hole where the first floor should have been — a dungeonlike pit where police say a 13-year-old girl was raped one night last fall as she walked home.

  23. Boarding vacants a constant challenge for Baltimore crews

The vacant rowhouse at 825 N. Caroline St. has long been an open-and-shut case for the city. Opened up by somebody — vandals, junkies, homeless people, whoever — and then shut by public works crews. Then opened up again.
