    Parents magazine's website devotes a lot of space to water safety &#8212; responding in part to a recent study in the journal Pediatrics that looked at 209 incidents of children younger than 12 drowning in portable, aboveground pools and 35 incidents of near-drowning, as reported to the U.S. Consumer Product Safety Commission between 2001 and 2009.
