Alfredo Flores, left, of Lorenz Inc., and his co-workers planted trees at the 400 block of Park Avenue. A contractor hired by Baltimore City, at the taxpayer expense, plants trees along streets of several downtown locations. The plantings were supposed to be paid for by the now defunct organizers of last year's Grand Prix for permission to remove foliage blocking views along the Inner Harbor race course.
